The National Committee for Emergency Situations has adopted the Decision no. approving and establishing the nationwide alert status and infection prevention and control measures, in the context of the situation epidemiological findings of SARS-VOC-2 virus.
Therefore, starting from 05/15/2020, the alert status is declared nationwide, for a period of 30 days.
According to the annex provided in Decision 24/2020, the main measures for infection prevention and control applicable during the alert state are:
– As of 05/15/2020, in commercial spaces, public transportation, the workplace and other enclosed spaces, the requirement to wear a medical protective mask is established;
-Institutions and public authorities, as well as public and private economic operators, are obliged to organize the activity, i n such a way that the work is carried out from the employees’ home and if not, to take measures to:
a) ensure epidemiological monitoring of employees and collaborators consisting of temperature control of their staff and visitors,
at control-access points in the premises (with preventing access to people with temperatures above 37.3°);
b) compulsory disinfection of hands before entering the work spaces;
c) compliance with the rules regarding the activity in offices with common spaces (open space) and
rules on the operation of accommodation units granted on a temporary basis;
d) modulation of the work schedule, for subjects with a number of more than 50 employees, so that
the beginning, respectively the end of the work schedule is performed at intervals of at least 1 hour, for a minimum shift of 3 hours, in tranches of at least 20% of the staff.
– Public institutions and business operators conducting business/working with the public involves the access of people inside the buildings, take measures to organize the activity, as follows:
(a) access should be arranged to ensure a minimum area of 4 square meters for each customer/person and a minimum distance of 2 m between two neighboring persons;
(b) do not allow access to persons whose body temperature, measured at the entrance of the premises, exceeds 37.30C;
(c) ensure disinfection of exposed surfaces and avoid agglomeration of people, especially in the areas of cash registers/counters.
(1) The entry of foreign nationals and stateless persons into the territory of Romania through border crossings is prohibited.
(2) The following foreign nationals are exempt from the provisions of par. 1:
– family members of Romanian citizens;
– family members of citizens of other EU member states or the European Economic Area or to citizens of the Swiss Confederation, residing in Romania;
– persons holding a long-stay visa, residence permit or a document equivalent to the permit
issued by the authorities or a document equivalent to them issued by the authorities of other states, EU;
– persons traveling in the professional interest, evidenced by a visa, residence permit or other document
equivalent;
– diplomatic or consular personnel, personnel of international organizations, military personnel, or personnel
who can provide humanitarian aid;
-transit passengers, including those repatriated following the granting of consular protection;
– passengers traveling for imperative reasons;
– persons in need of international protection or for other humanitarian reasons.
(1) Is established, as of 05/15/2020, for all persons coming to Romania from abroad,
the measure of quarantine/isolation at home together with the family/relatives with whom they live together, and
for those who do not have the ability to meet the conditions for the above measure or request
this in order not to expose his family, one can opt for the measure of institutionalized quarantine, in the spaces
specially provided by the authorities.
(2) The following categories of persons are exempt from the provisions of Paragraph (1):
– drivers of commercial vehicles with a maximum authorized capacity exceeding 2.4 tons;
– employees of Romanian economic operators performing work, in accordance with concluded contracts, in
outside the territory of Romania, upon return to the country if it does not show symptoms associated with COVID-19 and proves
contractual relations with the beneficiary outside the national territory;
– representatives of foreign companies with branches/branches/representations on the national territory, if upon entry into Romania does not show symptoms associated with COVID-19 and proves contractual relations with economic entities on the national territory.
People who fail to comply with the isolation/quarantine at home will be subject to the institutionalized quarantine regime for a period of 14 days and obliged to bear the value of housing and food for the institutionalized quarantine period.
(1) As of 05/15/2020, the movement of people outside the home/family is allowed within localities, respecting measures to prevent the spread of infection and avoid the formation of pedestrian groups larger than 3 people who do not belong to the same family.
(2) On the same date, the reopening of parks for the public is ordered, with the exception of children’s playgrounds and in compliance with general prevention and protection measures.
The ban on the relocation of people outside the locality/metropolitan area is established with the following exceptions:
– Travel in the professional interest, including between home/family and places where the professional activity and back;
– Travel for humanitarian or voluntary purposes;
– Travel for agricultural activities;
– Travel for agribusiness marketing by agricultural producers;
– Traveling for care or administration of property in another location or issuance of documents necessary to obtain rights;
– travel to participate in programs or procedures in treatment centers;
– travel for other justified reasons, such as caring for/accompanying children/family members, caring for a relative/relative or dependent, care of the elderly, sick or disabled,
– the death of a family member;
– travel for medical treatment that cannot be postponed or carried out remotely;
– travel for individual recreational sports activities conducted outdoors (cycling, hiking, running, boating, mountaineering, hunting, fishing and other) with the participation of up to 3 people.
– travel to attend family events with a limited number of people and respecting the rules of social distancing;
– travel for the purpose of purchasing, servicing, performing ITP or other vehicle maintenance, activities that cannot be carried out at the location of residence.
At the request of the authorities empowered to exercise control over compliance with the measures established during the state of alert, exempted situations shall be justified by a statement under their own responsibility.
The possibility for employers to order the preventive isolation measure at the workplace or within
specially dedicated areas where outsiders do not have access, for personnel in positions essential to the operation of production, transmission and distribution of electricity and natural gas resources, maintenance and upkeep of specific equipment and facilities, and to other supply activities, i.e., extraction, production and processing of raw and/or semi-finished energy resources and materials products necessary for the proper operation of the national energy system,
In accordance with the provisions of its plans for the continuity of basic activities.
