CNSU Decision No. 52/2020 on the establishment of additional measures necessary to prevent and combat the effects of the COVID-19 pandemic takes effect on Monday, November 9, 2020. We further present the main measures adopted by the National Committee for Emergency Situations.
As of the date of this decision in Romania, it is proposed to establish the obligation to wear a protective mask, so as to cover the nose and mouth, nationwide, for all persons over the age of 5 years, in all open and enclosed public spaces, regardless of the value of the cumulative incidence rate of cases in the last 14 days.
In order to avoid congestion in public transportation, it is proposed that all public institutions as well as all public or private economic operators are obliged to organize the activity and carry out the work schedule by telework or home work, and where the specific activity does not allow it organize the work schedule in such a way that the staff is divided into at least two groups to start or end the activity with a gap of at least 2 hours. Compliance with the enforcement of this measure is monitored by prefects and the Labor Inspectorate.
In order to prevent the spread of SARS-VOC-2 infections, it is proposed that, in all localities, teaching activities that require the physical presence of pre-school children, preschool children, and students in schools be conducted online.
In all localities in Romania, it is proposed that the movement of people outside the home/family be prohibited between 23:00 and 05:00. Exceptionally, the movement of people outside the home/family is allowed between 23:00 and 05.00 for the following reasons: (a) travel in the professional interest, including between the home/family and the place/places of professional activity and back; (b) travel for medical care that cannot be postponed or carried out remotely, as well as for the purchase of medicines; (c) travel away from the place of people who are in transit or who make trips whose time interval overlaps with the prohibition period such as those made by airplane, train, bus or other means of passenger transportation and which can be proved by ticket or any other way of paying for the trip; (d) travel for justified reasons such as care/accompaniment of child, care of elderly, sick or disabled persons, or death of a family member.
It is proposed to prohibit the holding of meetings on holidays, anniversaries, festivals in closed and/or open, public and/or private spaces. It is proposed to establish the obligation for business operators conducting commercial activities / services in closed and / or open, public and / or private spaces to organize and conduct their activities between 05.00 and 21.00. Exceptionally, in the time interval 21.00 – 05.00, economic operators may activate only in relation to economic operators with home delivery activities. In addition, by way of exception, pharmaceutical units, gas stations, and economic operators with home delivery activities may carry out their activities in normal operation, subject to health protection regulations.
